四、还有几条全天禁行路段（连证都没用）
IV. Some Roads Are Fully Banned All Day (Permit Won't Help)
部分路段对进京车辆全天禁止驶入（不以时段区分，办证同样无效），主要包括：

- 天安门广场东西侧路、南北池子大街、大会堂西路等核心区域道路。

五、外地新能源车也要办证吗？
5. Do non-Beijing new-energy vehicles also need a permit?
要，一样要办。进京证按号牌核发地管理，与是否为新能源无关——外地绿牌同样需要进京证、同样受 12 次额度与早晚高峰禁行约束。免尾号限行的是"本市号牌纯电动小客车"，跟外地号牌不搭界。
Yes, the same rules apply. The entry permit is managed based on the license plate registration location, regardless of whether the vehicle is new-energy — non-Beijing green-plate vehicles also require a permit and are subject to the same 12-entry annual limit and morning/evening peak-hour restrictions. The tail-number exemption only applies to Beijing-registered pure electric passenger vehicles; it does not cover non-Beijing plates.
六、哪些情况不用办证？先把这些搞清
6. When is a permit NOT required? Clarify these first.
- 只停六环外：车始终停在六环外（不进六环），或只进六环但当天能办证，不需要六环内证——但别"停六环外、人溜达进来"，那不用办证。
- Parking only outside the 6th Ring Road: If your car never enters the 6th Ring Road, or enters only on a day when you can obtain a permit, you do not need a 6th-ring-inside permit — but don't think "park outside the 6th Ring and walk in" counts as exempt. It doesn't.
- 尾号限行日：就算办了证，工作日平峰驶入五环内仍受尾号限行约束，前一页的《限行尾号轮换表》照常适用。
- Tail-number restriction days: Even with a permit, driving inside the 5th Ring Road on workdays during off-peak hours is still subject to tail-number restrictions; the Tail-Number Rotation Table on the previous page still applies.
- 本地车/京牌：京牌车不需要进京证，直接按尾号限行规则通行。
- Local/Beijing-plate vehicles: Beijing-licensed vehicles do not need an entry permit and should follow the tail-number restriction rules directly.
- 网约车/出租车：外埠网约车以平台与交通部门最新管理口径为准，多数场景仍按外埠牌照规定执行，别抱侥幸。
- Ride-hailing / taxi vehicles: Non-Beijing ride-hailing vehicles are governed by the latest platform and transport authority guidelines; in most cases they still fall under the non-Beijing plate rules — don't count on loopholes.
一句话原则：进六环区域哪天真开车进去，就要有当天的六环内证；只在外围通勤就别为"万一"浪费年度 12 次额度。

北京交警 App / 小程序可申请当日起至第 4 日的进京证（含当天共 5 个可选起始日），不是只能当天。前一天晚上先把第二天要进的证办好，比当天赶在高峰前办更从容。每次最长 7 天：
You can apply via the Beijing Traffic Police app or mini-program for permits starting from today through the 4th day (5 possible start dates including today) — it's not limited to the current day only. It's more comfortable to apply the night before for next-day entry rather than rushing during peak hours on the day itself. Each application allows a maximum of 7 consecutive days:
- 例：9 月 23 日办证，可选起始日 = 9/23、9/24、9/25、9/26、9/27；
- Example: if you apply on September 23, the selectable start dates are Sep 23, 24, 25, 26, and 27.
- 起始日到第 7 天为有效期（如 9/23 起 → 9/29 到期）；
- The validity runs from the start date through the 7th day (e.g., starting Sep 23 → expires Sep 29).
- 到期后再进六环需重新办理（重新占用一次 12 次额度），不能"续期"。

八、外地新能源、货车、客车有额外规定

- 外地新能源：办证规则与燃油车一致，但部分时段、路段对绿牌外埠车有差异化通行管理，以最新通告为准；
- Non-Beijing new-energy vehicles: Permit rules are the same as fuel vehicles, but certain time periods and road sections may impose differentiated通行 management for green-plate non-Beijing vehicles — follow the latest notices.
- 外埠货车：除进京证外另受货车通行证、禁行时段、载重标准约束，本市核心区一般白天禁行，夜间接通告放行；
- Non-Beijing trucks: In addition to the entry permit, trucks are subject to separate truck通行 permits, restricted hours, and weight standards. The core urban area generally bans trucks during daytime, with overnight access granted per notice.
- 外埠大中型客车：按营运/非营运分类管理，营运客车通行规则另有规定（以交通委口径为准）。
